Meloni will be in Parliament on Wednesday: the centre-right’s resolution

On Wednesday, Giorgia Meloni will address Parliament, first in the Senate and then in the Chamber of Deputies, to deliver statements ahead of the European Council meeting on 15 and 16 October. Several issues will be on the agenda for EU leaders, including competitiveness, the war in Ukraine, the new multiannual budget for 2028–2034, and the Middle East. As on every other occasion, Parliament will have to debate and approve resolutions that will set the government’s course. And whilst the left will present its resolutions separately, the centre-right – as Il Foglio has managed to reveal in advance – has endorsed a single, unified resolution (which is still a draft and will certainly undergo changes).

The text highlights business competitiveness and energy costs, calling for urgent measures to ease the burden of energy bills on households and businesses. At the heart of the coalition with the Lega is Ukraine (points 7, 8 and 9). The resolution includes a passage stating that “the government undertakes to ensure the continuity of multifaceted support for Ukrainian institutions and the Ukrainian people” and “to support any diplomatic initiative aimed at a just and lasting peace, with full respect for Ukraine’s sovereignty and independence”.

However, the latest development is a shift in approach regarding the Meloni government’s proposal to appoint a European special envoy. The passage reads: “The government undertakes to further develop the proposal put forward by the Italian government for the appointment of a European special envoy or, alternatively, to establish a framework which, by virtue of a clear mandate from the European Council, can authoritatively and effectively express the position of all Member States, in the belief that no decision on European security can be taken without Europe.” The full text follows.

The Chamber of Deputies and the Senate,

The European Council meeting on 15 and 16 October will have the following agenda: Competitiveness; Ukraine; Multiannual Financial Framework 2028–2034; the Middle East; European security and defence; migration; enlargement and reforms;

On the subject of competitiveness, the Heads of State and Government will take stock of the implementation and full realisation of the ‘One Europe, One Market’ agenda, focusing on: energy prices; the simplification and reduction of administrative burdens, including through the streamlining of planning and authorisation procedures; the completion and deepening of the Internal Market; and global macroeconomic imbalances; with regard to this last point, the Commission will report to the Heads of State and Government on the outcome of its mission to China;

The Prime Minister, as most recently reiterated in his letter to President Ursula von der Leyen, considers decisive action on energy prices, together with measures to curb inflation to protect our citizens, to be a matter of the utmost urgency for the protection of our industry;  in this regard, and ahead of the European Council, the Prime Minister, together with the Prime Minister of the Czech Republic, has put forward a joint document on urgent measures to alleviate the pressure of energy costs on households and businesses;

Work will then focus on negotiations for the Multiannual Financial Framework 2028–2034. The European Council will examine a new proposal for a negotiating framework finalised by the Irish Presidency, partly following bilateral meetings with Member States;

For Italy, adequate funding for traditional European budget policies remains an essential element of the negotiations. It is within this context that the Prime Minister’s actions at the various negotiating tables take place. These actions are carried out in collaboration with the ‘Friends of Cohesion’ group, of which Italy is a member, and were set out in the Declaration issued last May and, more recently, in the letter sent by 17 EU Member States to the Irish Presidency, at the instigation of Italy and Romania;

The October European Council will therefore mark an important stage in the negotiations for the next budgetary cycle, ahead of the December European Council meeting and the extraordinary European Council meeting that the President of the European Council intends to convene in November;

Heads of State and Government will once again take stock of developments relating to the war in Ukraine, focusing on various priorities such as: preparations for winter, financial support, ongoing peace efforts, and pressure on Russia for a complete, unconditional and immediate ceasefire. The incident in Leipzig confirms the importance of European unity in the face of hybrid threats, through cohesive and structured action;

The European Council will also focus on the main regional crises in the Middle East, with particular attention to the situation in Gaza, Lebanon, Iran and Yemen;

The proceedings of this European Council are taking place at a significant juncture: shortly before the forthcoming summit between the European Union and the Gulf Cooperation Council on 24 October, and just one week before the Israeli elections;

With regard to European defence and security, the European Council, recalling its Conclusions of March and June 2026, will examine the first annual report by the European Defence Agency (EDA) on defence readiness;

The incident in Lithuania, which saw the deployment of our Air Force Eurofighters alongside our Eastern European allies as part of the NATO ‘Baltic Air Policing’ mission, confirms Italy’s absolutely leading role within the European framework in matters of defence and security; this must be fully complementary to NATO, taking into account the threats emerging from all strategic directions, and must not undermine the specific nature of the sovereign policies of all Member States, in full compliance with the Treaties;

The issue of ‘migration’ will continue to remain at the heart of the European agenda for Member States, not least in light of the events that took place in Ceuta last summer. This issue remains a priority for the EU, which, on the regulatory front, has recently adopted the new Return Regulation which, amongst other things, broadens the scope for the return of irregular migrants and facilitates the establishment of reception and return centres in third countries, modelled on the provisions of the Italy–Albania Protocol;

The European Council will finally address the issue of enlargement on two fronts: on the one hand, progress in the accession process of the candidate countries; on the other, the Union’s internal reforms, which are necessary not only to ensure the success of the process, but also to preserve and strengthen the EU’s capacity to act effectively, in the interests of European citizens and businesses and in support of the Union’s growth, competitiveness and prosperity. The discussions will also take into account the European Commission’s Communication on the ‘Pre-Enlargement Policy Review’ and the proposals for safeguards in future accession treaties contained therein;

calls on the Government to:

  1. a confermare la competitività europea come priorità, in quanto strumento al servizio delle nostre industrie ed eccellenze produttive, a beneficio dei nostri consumatori e dello status dell’Unione Europea di attore economico globale in grado di competere sulla scena internazionale;
  2. a lavorare con gli Stati membri e le Istituzioni europee per l’adozione di misure finalizzate a contenere già nell’immediato i prezzi dell’energia; anche attraverso un sistema ETS più bilanciato, che possa accompagnare la traiettoria della decarbonizzazione, tutelando però settori fondamentali per le economie europee, in particolare quelli energivori, quali la ceramica e l’automotive. Tali interventi saranno fondamentali per scongiurare una perdita strutturale di capacità industriale, investimenti e competitività del sistema produttivo europee si pongono in linea con il sostegno dell’Italia all’azione coordinata in ambito G7 sulle scorte di gasolio e con il rilancio da parte italiana della proposta di un dialogo strutturato tra il G7 e i Paesi del Golfo;
  3. a ribadire che un’azione decisa sui prezzi dell’energia è una questione strategica di protezione delle nostre imprese ed è volta a scongiurare una perdita strutturale di capacità industriale, investimenti e competitività del sistema produttivo europeo;
  4. a proseguire l’impegno negoziale nelle sedi europee per promuovere una semplificazione del quadro normativo europeo affinché diventi più snello ed efficace e si riducano gli oneri burocratici e amministrativi eccessivi derivanti dalla legislazione europea;
  5. a tenere la giusta pressione sulle Istituzioni europee affinché siano concretamente attuate misure efficaci a protezione dell’industria europea e a sostegno della competitività, a partire dal pieno funzionamento del Mercato interno con la rapida realizzazione delle proposte relative al Regolamento per l’accelerazione industriale (Industrial Accelerator Act, IAA) e al Quadro europeo di diritto societario riguardante il 28° regime (EU inc.);
  6. a lavorare per un accordo equilibrato sul prossimo bilancio europeo in termini di risorse, chiavi allocative, cessazione dei rebates, e sistema di entrate, ivi inclusa una riflessione sulle modalità di rimborso dei prestiti NGEU; l’obiettivo resta quello di finalizzare un bilancio che investa sulle nuove priorità senza che questo avvenga a scapito delle politiche tradizionali che promuovono la convergenza tra gli Stati membri e, quindi, tra le diverse regioni europee, rafforzano il mercato unico e sostengono le aree rurali, quelle meno sviluppate e scarsamente popolate; la tutela della politica di coesione, della Politica agricola comune e della politica comune della pesca restano per l’Italia una una priorità irrinunciabile non negoziabile al ribasso;
  7. a garantire la continuità del sostegno multidimensionale alle istituzioni e alla popolazione ucraina, anche in vista dell’inverno, e a sostenere ogni iniziativa diplomatica volta a una pace giusta e duratura, nel pieno rispetto della sovranità e dell’indipendenza dell’Ucraina, in coordinamento con i partner più stretti e promuovendo un ruolo attivo dell’Unione europea nel processo di pace e nella definizione della futura architettura di sicurezza continentale;
  9. a non far venir meno la pressione sulla Russia che porti come primo risultato un cessate il fuoco pieno, incondizionato e immediato; ribadendo che tali misure sono rivolte contro il regime russo e la sua capacità di sostenere la guerra di aggressione e non contro la popolazione russa;
  10. a sostenere ogni sforzo finalizzato alla piena attuazione del piano di pace raggiunto un anno fa con il Vertice di Sharm el Sheikh;
  11. a tenere costantemente monitorata la situazione in Libano, anche in vista della fine del mandato della missione Unifil;
  12. a proseguire ogni sforzo diplomatico con i partner della regione per ridurre le tensioni derivanti dalle crisi in Iran e in Yemen, ribadendo la centralità della libertà di navigazione attraverso Hormuz e Bab el-Mandeb;
  13. a sviluppare una politica di difesa e sicurezza europea che prepari l’Unione a far fronte a minacce provenienti da tutte le direzioni strategiche e che sia condivisa da tutti gli Stati membri, nel pieno rispetto delle competenze, delle responsabilità e delle specificità nazionali di ciascuno Stato membro e nel quadro della piena complementarità con la NATO, contribuendo al rafforzamento del pilastro europeo dell’Alleanza Atlantica; a garantire un approccio a 360° che includa: la protezione delle frontiere terrestri, aeree e marittime dell’UE; la messa a punto di progetti comuni europei; il rafforzamento con adeguate risorse della capacità tecnologica e industriale;
